M. Mahfuz TUTŞİ; He was born in 1941 in Silvan province of Diyarbakır province. He completed his primary and secondary education in Silvan and his high school college in Diyarbakır. In 1968, he graduated from the Geology Engineering Department of the Faculty of Science, Istanbul University. In the same year, DSİ 10th Regional Directorate started as a geological engineer at Euphrates Planning Authority. He was in this post until October 1972. Between October 1972 and March 1974, he served in the military service as a reserve officer. In April 1974, he started to work as a geological engineer at DSİ 10th Regional Directorate. In 1978 he became master of geology as a master in Istanbul University. He was the chief engineer in 1979, the branch manager in 1981, and the regional director assistant in 1989. While he was in this position, he retired on 11.01.1999 voluntarily. Sonder. Const. Taah. Tic. Ltd. He founded the company. He is still continuing his services in this company. He is married and father of 5 children.
